Hello. I just tested the game and it runs pretty much flawless on my Setup. 0.0.7-9095 Vulkan, defaults apart from that.
I get constant 60FPS with pretty much no drops. But my CPU usage is always at 100% on my Ryzen 2700X 8core so I don't know how it fares on lower-end CPUs. My GPU usage on my Vega56 is also fine even at 150% resolution scaling. And yes resolution scaling appears to be glitchfree as well. So hence I would recommend setting the game status to playable (although I havent done an entire playthrough).
