It's compatible with rpcs3 but performance will be average.

It is good enough for most games listed as playable, however I would strongly advise you look for something with a better CPU as the 9400F is very old now, and also does not have much of an upgrade path now that Intel have discontinued LGA 1151. Try looking for a PC with a 12400f, or 11400f if people don't make prebuilts with it
Any reason you are not building your own?
