I'm trying to play the game, but the FPS always stays below 20.
PC Settings:
Windows 8.1, 64 bits
i5-3470, 3.20 GHz
GeForce GTX 1050

No, this is why it's listed Ingame and not Playable.
Specially with your hardware. Try both recompilers and Vulkan, but don't expect a miracle.
